if a guy fucks a woman in the vagina WITHOUT a condom and the woman is HIV+ then the estimated risk of the guy getting HIV is 0.67-0.75% per sexual episode. this is fact based on large scale studies.
so the 0.67-0.75% lets call it 1% for arguments sake.
it doesn not mean that if you fuck 100 women who are HIV+ then you shall get HIV, it means everytime you fuck a HIV+ women the chances of transmission are 1%.

Not hard if you follow news regarding Tijuana and HIV/AIDS
In a 2004 study of 981 women in labor at the Tijuana General Hospital they were asked for consent to be tested for HIV. 947 women, 96.7% of those asked, agreed to be tested. Of the 947 tested 12 were HIV positive. They estimate over the entire year 48 women were HIV positive; hardly a large number of cases. (In both public health and statistics you need to look at the raw number as well as the perceneforum.xxxes. If one year you have one case of polio and the next year there are two cases of polio you have a 50% growth rate, but hardly a public health problem.)
Tijuana General serves “charity cases.” It’s where a puta from the ZN is most likely to have her baby if she stays in Tijuana.
Some things to note for those who read between the lines.
--It was not a random sample. Only those suspected of having HIV were included in the sample.
--The sample was taken from those who were in high-risk categories. All of those that were found to be HIV positive were drug users or had 5 or more sex partners. (Needle marks apparently were the major criteria for inclusion in the study.)
--The study was done by a group seeking money for HIV education and prevention who wanted as find as high a rate as possible.
The HIV/AIDS rate among the high risk groups in Tijuana is about the same as that for the population at large in New York City. A rate over 1% is defined by most HIV/AIDS workers as a crisis. By skewing the sample group they were able to reach a 1.2% infection rate—and qualify for funding. (The article Amigomio posted above gives the rate as 0.8% for TJ. The last I knew the rate for California at large was 0.6%.)
Another source for (biased) information is the San Diego Council on AIDS. (Their funding depends on AIDS being an emanate public danger.) The last time I read one of their reports, the AIDS rate in Tijuana was significantly lower than in San Diego. (They also do some work in TJ, so they have a vested interest in the rate being high in both cities.)
Even more in Tijuana (and Mexico at large) than in the US, HIV/AIDS is still primiarly confined to two groups:
--Needle users
--Gay men

Example....Lets just say a monger does a SG BB and infects her with HIV on June 1. She won't test (+) for a number of weeks(up to 6 weeks). During this 6 week time frame she gets tested, and fucks 50-60 dudes. She continues to test (-) while possibly infecting 50% of the guys who do her BB. No one knows shit. All of a sudden she tests (+). Boom, she looses her card and gets sent home. Meanwhile these guys that got infected continue to do girls BB. Theoretically 100s of girls and guys are now infected.
