Street walkers with HIV; not charged? = unknown real names, unknown place of residence. Street walkers walk under the radar, so they are difficult to charge. I once mentioned before, that there was a well known business man who was charged for passing HIV to several other women. Because he was well known in his community, he had nowhere to hide. I don't know for sure, but he may still be in prison after several years. Needless to say, his business went under.
